In November, the council received one star and the commission said it was serving "some" children well. A commission report, published last week following an inspection in January, has highlighted a number of concerns across service delivery.
"The entire service has already been restructured and we have put in an additional 6.4m to support children. The Commission for Social Care Inspection has now backed our action list for improvement," said councillor Darren Cooper, Sandwell's cabinet member for children and young people.
