The Fostering New Links project was set up by the charity Coram Family in 1998 to support children with high levels of need.
A multi-agency team including social workers and teachers supported specialist foster carers in their own homes.
Gillian Pugh, chief executive of Coram Family, said this model of specialist fostering brought many benefits to young people, including improved behaviour and educational attainment. But she warned: "A project such as this can only be sustained if it is based on a partnership agreement with one or more local authorities and child and adolescent mental health teams."
