Terri Dowty, acting national co-ordinator of the Children's Rights Alliance of England, said debate about the bill was "encouraging". It went through a second reading at the House of Commons on 15 July. But she added: "A complete ban on under-16 kissing is a breach of human rights."
The bill will move to committee stage in September.
