The Independent Advisory Group on Sexual Health and HIV produced the study for the Department of Health.
Steve Slack, director of the Centre for Sexual Health and HIV in Sheffield, and a member of the group, said: "There needs to be a broad strategic change so that each factor, such as sexual health, is not tackled in isolation."
A spokesman for Alcohol Concern said: "Any strategy to avert a health crisis among teenagers will need to think about how we can cut the supply of alcohol to underage drinkers."
