
Adam Ingram made the comments at youth work agency Youthlink Scotland's annual conference in Edinburgh last week, in reference to a deal signed by the Scottish government and local authorities.
The deal, or concordat, was signed by Scottish government ministers and local authorities last November and handed a number of powers to councils. It included the decision to cut levels of ringfencing to give local authorities the ability to allocate resources as they saw fit.
He said the deal would give local government more control over how it spent its money and reduce the amount of cash set aside for particular work. This includes the £2.5m already put forward for the Youth Opportunity Fund to pay for music lessons, sports and arts projects as part of the Scottish government's Moving Forward youth agenda.
