A source close to McConnell said the academies would mainly be based incolleges, although some could be in secondary schools. The move is anattempt to ensure teenagers unlikely to get academic qualifications willnot leave school unskilled.

The source said Labour hoped the academies would result in fewerteenagers becoming disaffected and getting into trouble.
