Jack McConnell, Scotland's First Minister, confirmed that the policywould be part of the Labour Party's programme for government if it staysin power.
In a speech in Glasgow, McConnell said that from 2012, 16- and17-year-olds will only be able to leave full-time education if theywork, train or volunteer instead. The plans were first floated byMcConnell in November (Children Now, 29 November-5 December).
