Scotland: Residential care under fire in commission's first report

Residential care in Scotland has come in for a raft of criticism in the first national report by the Scottish Care Commission.

The Quality of Care Services in Scotland report is the firstScotland-wide picture of care services published by the Commission sinceits launch five years ago. It paints a bleak picture of residential carefor children while heaping praise on day care services, includingchildminders and nurseries.

The report found that around half of all residential care services weregiven at least one requirement order to improve in areas such as recordkeeping, complaint handling and child welfare. A key concern was the waythat children are restrained.

Children's homes in particular were found to have poor care plans andtwo-thirds of children in homes said they were unhappy with theircare.
