Scotland: Protection cases at hearings rocket

The number of children being referred to children's hearings has more than doubled in the past decade.

Latest statistics from the Scottish Children's Reporter Administrationshow that in the past year 53,883 children were referred, representingsix per cent of all children in Scotland and the country's highestrecorded level.

The main reason for the rise is a stark increase in child care andprotection cases. Figures in the administration's 2005/06 annual reportshow that 40,931 children were referred due to concerns about their careand protection, up nine per cent on the previous year. In contrast,referrals of children for offences had increased by less than one percent on 2004/05's figures.

The administration's chairman Douglas Bulloch described the figures as aconcern and said it showed that more needed to be done in terms of"appropriate early intervention and support".
