Scotland: Children's hearings referrals rise again

The figures, published by the Scottish Children's Reporter Administration, will show a similar rise this year to the 10 per cent increase recorded in 2004-05, mainly among young people referred on welfare grounds.

Deputy education minister Robert Brown has set up a working group to support reporters.

In a report published last month, the Scottish Executive proposed streamlining the children's hearing system by basing grounds for referral on two tests: significant need and compulsion.
