The Scottish Executive document Family Matters: Improving Family Law in Scotland paves the way for quicker divorces and greater parental rights for fathers.
The measures, unveiled last week, provoked criticism from the Catholic Church and some Conservative politicians for easing the passage to divorce.
But charities hailed the document for putting the needs of children ahead of a strict adherence to traditional values.
"It is encouraging to see proposals for legislation on family law, which place children's interests so centrally," said Jennifer Turpie, director of policy and research at Children in Scotland.
Maggie Mellon, head of policy at NCH Scotland, said: "It has been a long time coming but the emphasis on the importance of fathers is most welcome."
