The programme will be based on the Constructs training camp in West Dunbartonshire, which has reduced the likelihood of reconviction by 25 per cent in the space of a year, according to research by the University of Stirling.
Constructs consists of a series of modules, each lasting six to eight weeks, covering topics such as victim awareness, substance misuse and aggression and violence.
The modules are combined with 10 sessions on debt awareness, employability and other life-skills issues.
The Scottish Executive now plans to establish similar programmes in all of Scotland's local authority areas. The programmes are expected to help 500 people a year and will cost an estimated 500,000.
