At a Children in Scotland conference held in Aberdeenshire, localauthority heads of children's services blamed the executive for a lackof inclusion in more rural areas.
But the executive hit back saying local authorities have the power to do"anything" to improve young people's services.
Bruce Robertson, director of education and recreation at AberdeenshireCouncil, called for new approaches to planning in rural Scotland to makesure children's needs were met, in particular regarding affordablehousing, early years, transport and schools. "The Scottish Executiveneeds to recognise there is a real exclusion in rural Scotland fromearly years provision," he said. "Families and children cannot accesspre-school entitlements because transport is not funded oravailable."
