School building fund 'ill-conceived'

Rigid funding structures are hindering the government's multi-billion pound Building Schools for the Future (BSF) programme, according to children's services chiefs.

Senior figures in local authority children's services called for an end to ringfenced capital funding at a Local Government Association conference, Engaging with Building Schools for the Future, last week, saying it limits local authorities' ability to deliver integrated public services.

Maggie Atkinson, president of the Association of Directors of Children's Services (ADCS), was one of those calling for change. "We need to challenge central government and ask them to streamline capital funding. At present, funding comes down piecemeal," she said.

Atkinson said The Children's Plan advocates more joined-up working, yet capital funding makes this difficult in practice because of rules against combining BSF cash with money from other departments, such as the Department of Health (DH) and the Department for Culture Media and Sport.
