I see school exclusion figures have gone down. It's a mixed bag. Permanent exclusions have fallen, but fixed-term exclusions have gone up. Both the government and education experts say the figures prove that an earlier and time-limited intervention can have a positive effect on behaviour, leading to a reduction in the number of permanent exclusions from school.
Can we say behaviour is improving then? In 2005, the government published Learning Behaviour: The Report of the Practitioners' Group on School Behaviour and Discipline, chaired by Sir Alan Steer, which informed a number of developments including a new legislative framework for behaviour and discipline in the Education and Inspections Act 2006. In The Children's Plan, the Children's Secretary asked Steer for a progress report. Two initial reports have been published so far, with the final one due in November.
