Russell, who headed the Russell Commission investigation into youth volunteering, said the confusion often discouraged young people from getting involved.
The Department for Work and Pensions was due to publish a guide to volunteering on benefits on 9 May.
The guidance covers an A to Z of each benefit and how it is affected by volunteering, as well as a section of frequently asked questions and useful contacts.
Copies will be available in Jobcentres and electronically.
