Bob Reitemeier, chief executive of The Children's Society, said the charity's latest research showed that 43 out of 150 local authorities surveyed had fully implemented the guidance, and 14 are "almost there".
The findings of a similar survey conducted by the charity last year found that just one in seven authorities had met the requirements (YPN, 3-9 December 2003, p3).
Speaking at a Conservative Party conference fringe event run by the charity, where the findings were unveiled, Reitemeier said that while some progress had been made, "there's still a lot of work to be done".
The guidelines state that every local authority should have a clear plan of how to help young runaways, and a person who is responsible for making sure it is implemented.
