This book is a valuable contribution to the growing body of research on children in care. At the Social Exclusion Unit we have maintained a keen interest in the area since the publication of our report in 2003.
As this new book recognises, there has been enormous progress in recent years in raising awareness and spreading good practice, particularly since local authorities have developed corporate parenting approaches.
Yet the gap between the educational attainment of children in care and other children remains far too wide. In 2003 only nine per cent of children in care obtained at least five GCSEs grade A*-C compared with 53 per cent of all children; and an estimated one per cent went to university compared to around 40 per cent of all children.
