1. Best Value is about encouraging good management practices in local government. The aim is to deliver services that users need, effectively and economically. Best Value Performance Indicators (BVPIs) are objective bits of evidence that councils can use to benchmark their performance against other councils and give information to the public.

2. Youth work has its own set of performance indicators. They have been radically altered for this year. Before 2005, the measure was on spending.

Find how much money is spent on the youth service, divide it by the number of young people aged 13 to 19 in the council area. Bingo - there is Best Value 33, telling all the world the youth service spend per head.
