1 Although youth work principles favour democracy and giving everyone a say, it can be worth naming a "music leader" for any band project. When it comes to making a band function musically, it's usually a case of too many cooks spoil the broth. Other members can always be assigned to additional responsibilities such as promotion, accounting or web design.

2 Make sure at least one can play, and this really ought to be the drummer.

If the drummer isn't tight, no-one else will be. The drums are the heartbeat of the band, around which creativity can blossom. If your band becomes famous, however, it's generally seen as a bad idea to let the drummer do interviews.
