1. Listen to the news and you would think all the new licensing laws do is encourage binge drinking. This has drowned out the Government's claim that it is actually bringing in tougher controls. This claim partly rests on the fact that, in the past, the only remedy against a pub that broke the rules or created a nuisance was to take its licence away. That didn't happen often.

Now, the argument goes, there can be other sanctions on pubs and clubs.

2. One aim is to "close the loopholes and inadequacies of current law" relating to alcohol and young people. But the Government also wants to allow under-18s to experience the atmosphere of licensed premises in a "family-friendly, safe environment". It used to be OK for 14-year-olds to go into a bar on their own, provided they only drank soft drinks. It will now be an offence to allow under-16s unaccompanied by an adult to be present in pubs and bars.
