Recent (and looming) war had focused eugenic fears on a perceived decline in the physical quality of the urban population. In particular, adolescent working-class boys, out of compulsory schooling and often left to get on with unskilled jobs, emerged as a group prematurely removed from adult control.
This collection of essays written by various authors for the Toynbee Trust looks at "the boy question" and comes up with justifications for intervening. Essays focus on the boy in relation to family, work, offending and, perhaps of most interest to youth workers, WJ Braithwaite's piece on boys' clubs. Lily Montagu also contributes a celebrated essay on "The Girl in the Background".
