The youth service in England was reviewed in The Thompson Report of 1982. During the same period an in-depth investigation into youth work in Wales was commissioned by the Welsh Office. A team of 12 Her Majesty's Inspectors published their findings as Survey 13 in 1984. While the reports differed in style, content and format, what they had in common was that they were soon forgotten.
Reading Survey 13 is to take a voyage of nostalgia into a youth work world inhabited by "caring adults" and "relaxed relationships" with young people. Social education was a key concept, set in the warmth of the coffee bar, where informality nurtured acceptance, security and positive responses.
