Funded by the Social Education Trust and led by children's charity NCB, the study was overseen by an independent group of project management experts.
It examined how such a centre could fulfill a variety of roles, including championing the needs of young people and staff, raising awareness of research and shaping Government policy.
The findings will be revealed at the NCB's conference on residential childcare in October.
Consultation with providers of residential care, frontline staff and other interested groups revealed support for the idea, said report co-author Sally Bamsey, manager of NCB's Children's Residential Care Unit.
She added that a new centre would build on the work of NCB's Children's Residential Network, which offers support and advice online.
