The Beyond Smoking Kills report, compiled for campaign group Action on Smoking and Health (Ash), is calling on the government to include new measures to discourage smoking in the forthcoming Health Bill.
The report says the government should ban the display of tobacco products in shops and require cigarettes to use plain packaging. It also suggests more money is spent on anti-smoking advertising campaigns.
Jo Butcher, assistant director of health, wellbeing and the environment at NCB, said "NCB supports Ash's recommendations. In particular, we want to see mass media education campaigns that target vulnerable groups."
Butcher also said children and young people should be involved in developing anti-smoking campaigns: "Children and young people are very good at thinking of new ways to tackle issues."
