The proposed measures would see a ban on cigarette vending machines and the display of tobacco products in shops. The new regulations would also include restrictions over the size of price lists for tobacco products.
Research has shown that the display of cigarettes and other tobacco products in shops can encourage young people to try smoking and that two-thirds of adults who have ever smoked started before the age of 18 with most buying their cigarettes from self-service vending machines.
Health Minister Edwina Hart said: "The Welsh Assembly's aim is to protect children and young people from the very serious risks of smoking, while ensuring the regulations are workable and cost-effective in practice."
The ban on displays in small shops and of vending machines is expected to come into force in October next year while for larger businesses the regulations are expected to come into effect in October 2013, dependent on the outcome of a consultation.
Specialist tobacco shops would still be able to display their products as long as the displays couldn't be seen from outside.
