Young people need good-quality housing as much as anyone else. But Housing Corporation research published in 2001 identified housing associations as having little success in engaging tenants under the age of 25, even though they make up a quarter of all general housing needs. This inspired People for Action, the national network of housing and regeneration organisations, to design a pilot project in 2004 that focused on engaging tenants aged 16 to 25 as adult citizens.
