Sector skills council for play, SkillsActive, told CYP Now it is keen to establish the register, as long as it has the backing of playwork practitioners.
Chris Martin, SkillsActive's national programme manager, said the register would be based on a similar model used for fitness instructors and PE teachers.
It would mean anyone who signs up would have to adhere to a code of conduct and commit to continuing professional development, and staff can be struck off if they breach the code.
It is hoped that potential employers would see the voluntary register as a benchmark for quality.
"Playworkers are often considered the poor relation of children's services," said Martin. "The register will give playworkers more of a voice and convince government that playwork is a valuable emerging profession."
