The government is due to consult on how best to enshrine targets in law this month, but the details of the consultation are yet to be confirmed.
Paul Dornan, head of policy at the Child Poverty Action Group, said that the consultation must include details of how the government will be held to account on the targets.
He called for an independent scrutiny body to be set up, similar to the body commissioned by the government to monitor climate change targets.
It should also propose a duty for government departments to consider how their work impacts on child poverty, he said.
Kate Bell, director of policy at One Parent Families-Gingerbread, also called on government to create a scrutiny board.
