At a conference on child poverty held by the Association of Local Government this week, Baroness Hollis, undersecretary at the Department of Work and Pensions, cited London's "unique concerns": a 35 per cent lone family rate and higher than average unemployment.
Her comments came only days after a report published by the Committee of Public Accounts described last year's introduction of tax credits, including the working tax credit, as "disastrous".
The committee concluded that an "unrealistic" timetable, inadequate assessment of the resources needed and IT failure were to blame.
