It will also offer two weeks of free part-time holiday activities to those eligible for free school meals, according to a report from two sub-groups of the Treasury's policy review into young people, published last week.
The report, Aiming high for children: supporting families, also highlights the "crucial" role of the third sector in delivering positive activities.
A report on a 10-year youth strategy will be launched later this spring. The sub-reviews will all inform the 2007 Comprehensive Spending Review.
