The Government's recently launched Respect Action Plan has brought important issues to the public eye, none more so than the dilemma of how we can ensure a new generation of young citizens is engaged with society.

In other words, children and young people who have a sense ofinvolvement and responsibility, not only in their local neighbourhood,but in the wider global community.

The Government has gone some way in developing on this theme by creatingBritain's first national youth volunteering service, with the aim ofboosting volunteer numbers and developing citizenship within the schoolcurriculum. But it is often in the earlier years of a child's life wherecreating a sense of citizenship and community can have the biggestimpact.

A crucial element of the debate, and one that has been often overlookedin much of the media coverage, is the importance of local services andinstitutions in building that sense of belonging.
