It is just over three years since the Children Act 2004 was passed and it is a good time to stop and think about how far we have come.

The tools for change are firmly in place with more than 1,500 children'scentres up and running, and more than 4,000 schools offering extendedservices. And the new children's departments, which bring togethereducation and social care, are integrating universal and specialistservices to create packages of support that meet the needs of allfamilies.

But, in terms of the cultural change needed to adopt a system of earlyintervention and a multi-agency approach, there is still more to bedone.

A recent report from the National Audit Office revealed that just one inthree children's centres actively reach out to vulnerable children andfamilies. An extended schools evaluation also raised issues aroundaccess to services.
