The responsibility of delivering the vision to provide growth andprosperity for the whole community on health, housing, education, socialjustice and childcare issues provides a multifaceted set ofchallenges.
Part of the complexity that local authorities face at present is thiscrucial change of role. Local authorities are developing their role asstrategic planners and commissioners of services, managing the market togrow and support delivery. Accountability is extremely important andlocal authorities will be working with performance indicators such asthe Audit Commission, for example, or Ofsted and joint area reviews.
Delivery on standards, as well as the new requirements enshrined in theChildcare Bill to reduce inequality, is a high priority. Deliverythrough integrated services to reduce crime, improve health, increaseemployment and support better attainment will be measured in thenarrowing of the inequality gap.
