This is the second year running the number has fallen. In 2004-05 the average number of residents fell from 92 to 87. But at the beginning of the century the figure rose in three years out of four, which suggests a downward trend is emerging.
Richard Murray, chief executive of Rossie Secure Accommodation Services, which has 24 beds, is sceptical that the figure is really falling. He said occupancy levels are difficult to measure and that during his 16 months at Rossie spare beds had never been available for more than a day or two. "Mostly they are full," he said.
