Chart combines judgments on children's services from 102 Annual Performance Assessments conducted between June and November 2006, and 37 Joint Area Reviews carried out between 1 September 2005 and 31 August 2006.

- Seven of a total of 37 local areas inspected by Ofsted in Joint Area Reviews of children's services in 2005-06 were rated inadequate in their attempts to secure children's safety in accordance with Every Child Matters outcomes. Sixteen local areas were adequate, 14 were good, but none were rated in the outstanding category. But 16 of 102 councils were rated outstanding in their efforts to make children safe in their annual performance assessments, while 59 were "good".
