Four out of five councils received a three- or four-star rating for their children and young people's services in the Audit Commission's 2006 Comprehensive Performance Assessment.
A commission report, entitled CPA - The Harder Test, shows that the children and young people's services provided by 79 per cent of the 150 councils surveyed had a three- or four-star rating in 2006, compared with 74 per cent in 2005.
In the majority of cases, the services provided are improving, the report concludes.
In 2006, "children and young people" scores improved for 15 councils and deteriorated for 10 councils. Only three received a one-star rating, which is below the minimum two-star requirement - Bristol, Stoke-on-Trent and Sandwell.
