Policy & Practice: Four nations - Vetting and barring

ENGLAND

England's vetting and barring system is being overhauled in response tothe Safeguarding Vulnerable Groups Act 2006.

The Act, which is still being implemented, will create a single list ofthose barred from working with children. It replaces List 99 (a list ofbarred teachers) and the Protection of Children Act List, and thedisqualification orders created by Criminal Justice and Court ServicesAct 2000.

The Act also introduces monitoring of employees and an IndependentBarring Board that decides who should be on the list. It dividesservices into controlled and regulated activity too. Barred individualscannot work in regulated activities, but can work in controlledactivities under certain restrictions.
