The process of becoming a foster carer is similar in all four nations.Carers are approved by either a local authority or an independentfostering agency.
Foster carers can train to specialise in care for certain children suchas those with behavioural problems. All carers have a supervising socialworker overseeing their work and providing any support they need.
The Children's Workforce Development Council issued a set of standardsfor foster carers in May. In England foster carers can only foster threechildren at one time. Ofsted handles inspections of services inEngland.
The Care Matters green paper outlined proposals for improving the careof looked-after children and a white paper is expected later thisyear.
