Achieving high-quality services that help give children the best start in life rests with those who work with children and families on a daily basis.

While parents and carers are the single biggest influence on their children's lives and the Government helps through tax credits, legislation and leadership, it is often with the help of a trusted professional that the difference is made for families. Whatever role they play, it is the skill, experience, passion and motivation these workers invest day-in day-out that ultimately make the real impact.

The regular flow of laws, regulations, national strategies and action plans in children's policy over recent years reveals a Government determined to act but often impotent to affect real or rapid change. Each child's life and circumstances are unique, and their needs complex and changing; so public policy is often an imprecise implement.
