Community sentencing - this isn't about orange-suited, litter-picking gangs is it? That particular idea isn't mentioned in the new position paper Children in Trouble from the Local Government Association (LGA).
Rather it pushes to the fore a range of initiatives that are about supporting offenders and victims of crime in a way that challenges offender attitudes and is more likely to create behaviour change.
So are there a lot of new ideas? Not really. The significant thing is that an organisation such as the LGA is offering leadership on this issue.
The organisation could have taken a stance that the Prison Service should take the trouble and cost of young offenders off its hands. Instead it is recognising that local authorities can and must be partners with local youth offending teams in coming up with solutions. But it is worth restating the arguments about custody that this paper is rehearsing.
