There's legislation about providing advocacy services isn't there?
There is - most recently the Adoption and Children Act of 2002, which imposed duty on local authorities to make advocacy services available to care-leavers and others making a complaint under the Children Act 1989. This paper is to consult on guidance designed to make it clear how to ensure a quality service.
Is that not happening then? The report of the Waterhouse Inquiry showed that many young people with a complaint about social services felt their voice had not been heard. Also, the Utting Report, People Like Us, said there needed to be a culture change to help young people speak out at an early stage.
