Colleges teach, people learn, people get jobs, communities regenerate - it's simple, innit? It's not that straightforward. At the behest of the Government's Neighbourhood Renewal Unit, the Learning and Skills Development Agency has been looking into how post-16 colleges and other education provision contribute to regeneration and renewal. What they found was that many colleges thought they could employ the odd outreach worker or community person to help contact hard-to-reach people. The implication seems to be that if you got them in, it didn't matter too much what they were doing.
The magic of education would transform them and their communities? Something like that. But outreach is outreach and renewal is something else again and, claims the report, is not yet widely understood in the sector. What this report says is that in a limited number of best practice cases, education providers had combined innovative outreach with curriculum developments that meant local people could learn specific skills for neighbourhood renewal.
