Manual for Streets, a joint Department for Transport and the Departmentfor Communities and Local Government publication, updates key planningguidance. It tells planners to put pedestrians first and encourageinnovation and flexibility for street layouts, moving away from focusingon traffic flows and standard designs.
Tim Gill, play consultant and former director of the Children's PlayCouncil, said the document marked a major change in planners'priorities.
But he added that the guidance hadn't recognised children's play ortransport needs.
