Adrian Voce, director of London Play, welcomed the review.
However, he said he was looking for a "serious commitment" that the 200m of Lottery funds earmarked for play would be used by local authorities in addition to mainstream money, not instead of it.
Paul Horobin, head of play at Camden Council, voiced concerns that play was seen as an add-on. "The green paper sets out the restructuring of services but I'm not sure where play sits within that structure," he said.
In his introduction to the review, Frank Dobson MP called for the Government to commit extra Lottery money to play over the next 10 years.
