Can I Play Out ...?, a report intended to draw lessons from LondonPlay's Home Zones project, found creating or "retrofitting" Home Zonesin existing streets is expensive and time-consuming and makes heavydemands on staff resources in comparison with putting them in when thestreet is built.
Tim Gill, the play consultant who wrote the report, said that, followingthe end of the 30m Home Zones Challenge Fund, it was difficultfor councils to justify concentrated spending on a few streets.
"There's no getting away from the fact that full-blown retrofitting ishard to justify with the existing public finances," said Gill. "Thesuccess of Home Zones means we need to get smarter around mainstreamingdevelopment and looking for ways in which it can be included inlower-cost projects, such as DIY Streets, to see if we can get thebenefits without the costs."
