The 10-month project, which received a grant of 14,000 from The Electoral Commission's New Initiatives Fund, will see researchers visit school councils in Wales.
Young people will meet and express opinions to representatives from the Welsh Assembly.
Martin Pollard, CEWC education officer, said: "The objective is to tackle apathy in politics. As school councils in Wales are becoming compulsory in 2004, we feel that both schools and students need support."
