The network, a steering committee chaired by the Electoral Commission, reported the findings of its 2003 monitoring programme in a report, A Young Person's Agenda for Democracy - One Year On.
Other recommendations that were made in the report include: more opportunities for young people to speak to MPs at local events; better work by the Electoral Commission in promoting its initiatives for young people; and proper resources to be made available for schools to deliver citizenship education.
The report warns that if the current rate of voter decline continues, the number of 18- to 24-year-olds voting at the next general election could dip below one in four.
