The aim of the project will be to encourage young people to take a greater interest in the workings of Parliament.
David Beamish, House of Lords reading clerk, confirmed a number of options for running the scheme were under consideration, with any decision subject to approval by the Lords administration and works committee.
"It's designed to enable young people to get inside Parliament to see how it works," he said.
He added that "pupil parliaments" - which involve secondary school pupils with the aim of stimulating "parliamentary-style debate" - could be the first events to be staged, though details are yet to be finalised.
