The organisation, which consists of 46 member countries from across Europe, held its seventh Conference of European Ministers Responsible for Youth in Budapest at the end of last month on the theme of "human dignity and social cohesion: youth policy responses to violence".
It adopted a declaration to tackle violence towards young people, and decided to relaunch the campaign, which will run in 2006, as a result.
Tom Wylie, chief executive of The National Youth Agency, said: "The delegates took a stance that we know some young people are violent, and we need action, including youth work action. But some societies and some institutions can be violent towards young people."
